Partner
VGR's solution is cost effective because we utilize
offshore resources and because this project lends
itself to a component or object oriented development
approach.
Our
solution commits 41% of the programming work to
VGR's offshore development resources for a 75%
savings over performing this work locally. This
translates into a total project savings of 20%
to 35% verses the in-house model and local outsourcing
model respectively. This does not reflect the
impact of hiring and retaining staff in the in-house
model. VGR's model and philosophy are discussed
in further detail in a later section. Secondly,
our solution leverages the value of a layered-components
model to permit rapid development and deployment
of the successive modules. This minimizes overall
project costs and reduces the costs of functionality
updates.
Timely Delivery
Our solution provides for the delivery of all
seven modules in 8 months without the expense
of employing multiple design and development teams
here in the US. Our combined staffing of Houston-based
and Bangladesh-based resources permits alternating
design and testing efforts by the Houston team
with constant development by the Bangladesh team.
The design and development of modules 2-7 is also
minimized through Velocity Global's use of a layered-component
architecture.

In the last few years, the complexity of the problems
and solutions associated with IT development has
grown exponentially. Multiple and competing platforms
and technologies, ongoing security concerns, and
a shortage of IT talent within the US have combined
to create an IT industry characterized by overly-complex,
expensive, insecure and unreliable technology
"solutions".
In
response, Velocity Global Resources (VGR) has
implemented a revolutionary, yet proven and effective,
model for the development of cost-effective, reliable
and secure information technology solutions. VGR
believes that successful IT solutions are achieved
through strong, client-focused project management
combined with those exact technical skill sets
needed to design, develop, implement and support
the successful IT solution. This belief implies

retains seasoned project managers (PM)
both on staff and as contract employees.
The PMs always reside in the same city
as the client location to assure high
availability and responsiveness. The
PMs are characterized by stability and
experience to assure continuity throughout
the entire project life cycle. The PMs
are available 24/7 in case of emergency
and initiate frequent client meetings
for progress reporting and updates.
VGR considers the PM to be an integral
part of the client team. |

the availability of the exact technical skill
sets needed for projects with diverse technology

VGR
employs a unique version of the IT
offshore outsourcing model pioneered
by Fortune 500 companies, bringing
the flexibility and cost-effectiveness
of IT offshore outsourcing to small
and mid-sized markets. Instead of
partnering with just one offshore
facility, VGR owns or partners with
a global network of technology facilities.
This offers the greatest availability
of skill sets that can be tailored
to the exact needs of each client.
For each project, VGR evaluates the
project to determine the exact skill
sets needed, and then polls each of
its facilities to determine availability
and appropriateness of skill set.
An offshore team is then matched with
a local project manager, technical
lead, and support personnel to execute
development of the project.

Once
the team is assembled, the project proceeds through
the following phases: discovery and requirements
specification, design, programming and development,
testing and quality assurance, deployment and
user acceptance. Follow-up support and maintenance
is provided as needed.
With
regard to industrial Software project, VGR has
evaluated the project needs and the appropriate
assignments have been made. Please refer to the
"Key personnel" area of this proposal
for detailed information on both the local and
offshore elements of the VGR development team.

Global Resources provides e-business and e-commerce
solutions, software redesign and migration to
.NET. It manages a global network of technology
resources to provide reliable, secure and cost-effective
e-business solutions. All core level programming
is done in its own facility in Dhaka, Bangladesh.

Iponics Thailand to give them additional resources

user authentication and access level permissions
to various groups of users of the application.
